Een stok in het wiel steken. — Literally: to stick a stick in the wheel.
Meaning: to sabotage something, to block it deliberately. Steken is a strong verb - steken, stak, gestoken - so the past is stak, not steekte. And the phrase has a living descendant you'll hear more often than the original: ergens een stokje voor steken, with the diminutive, meaning to put a stop to something.
De gemeente stak een stok in het wiel. — The council threw a spanner in the works.
