De kat de bel aanbinden. — Literally: to tie the bell on the cat.
Meaning: to take on the dangerous job nobody else will - to be the one who speaks up. It comes from the fable where the mice agree that a bell on the cat would save them all, and then nobody volunteers to fit it. Watch the verb: aanbinden is separable, so in a main clause the aan falls to the end.
